I hope to be able to reduce the number of Second Grade Surveyors on the permanent Staff and to create a Third Grade less highly paid of men not domiciled in England.

I suggest that Mr. E. B. Reed be allowed to

draw the maximum of his present scale as from 1st. January, 1913. He would in the ordinary course not attain it till 28th. October, 1914, and that on the latter date he be advanced to £450 the minimum of the scale for First Grade Surveyors. Mr. Rees will attain his maximum (£540) on 4th. January, 1914. I think he may well await it in view of the large duty pay he will become en- -titled to a year later. The attached table will show the in-

-creases involved in 1913 if the above recommendations are approv-

-ed.

With regard to the subordinate staff in the

office I have received an application from Mr. Tang Ngok Wan,

Tracer, for promotion to 4th. Grade. Mr. Tang was appointed to his present post on 20th. October, 1905, at a salary of $480 rising by annual increments of 860 to 8660 and he has been on his

maximum since 1908. The Director of Public Forks reports:- "I "have always found him very reliable, a first class draughtsman "and a hard worker; he is termed a tracer but this title is a "misnomer as he is able and does prepare plans from instructions "and sketches and all work for the other tracers is passed to him "for execution under his supervision. kr. Tang is certainly worth "a much larger salary than he is at present receiving". I would therefore recommend that with effect from 1st. January, 1913, the

designation of this post be altered to that of 'Draughtsman', that the salary of the post should be trat of 4th. Grade namely 8720 to 8900 by 260 annually, and that Mr. Tang should be placed on the permanent establishment.
